Accusation

Forgery of documents through the issuance of false health certificates:
400 recovery certificates and 50 vaccination certificates.

What actually happened?

I personally examined all patients and issued the certificates based on medical findings. The certificates reflected my medical conviction and the Geneva Declaration.

I was a superuser of the Federal Office of Public Health (BAG) in Bern. The associated Federal Office of Information Technology (BIT) issued the certificates; I merely applied for them.

  • Second-instance ruling: withdrawal of practising licence and fine of 7,000 SFR.
  • Appeal filed; hearing date at the Administrative Court of Sankt Gallen pending.

  • Severe reduction in practice income (approx. 8,000 €/month). Savings exhausted.
  • Patient decline due to reputational damage.

  • Newspapers in Eastern Switzerland regularly describe me as a “controversial esoteric physician” who loses all proceedings.
  • All newspaper articles appear on the internet when searching for “Manfred Doepp”.

Outlook

Despite everything, I would act the same way again. My patients had a right to an individual medical assessment, and I had a duty to provide it. I hope that this documentation helps the public learn what has happened to physicians in this country – and that it will not be repeated.
