Three-year practice ban at first instance; criminal verdict expected May or June 2026
Case Report — Documentation

Type of persecution

  • State criminal prosecution
  • Proceedings before the Ordre des Médecins (French Medical Association)
  • Suspension of medical license
  • Dismissal
  • Disciplinary proceedings
  • Public discrediting

Accusation

  • Accusation of issuing falsified vaccination passes (French: faux pass vaccinaux) in 89 cases – for family members, patients, and for himself
  • Triggered by a denunciation from a local pharmacist from whom Dr. Procureur had been obtaining vaccine doses
  • First-instance ruling of the disciplinary chamber of the Vendée Medical Council: three-year prohibition from practising medicine
  • Criminal proceedings with the main hearing held on 9 March 2026 before the Tribunal correctionnel in La Roche-sur-Yon
  • Disciplinary appeal hearing held on 17 February 2026 before the national disciplinary chamber in Paris

What actually happened?

Observing severe side effects led me to want to protect my children and my patients, who were losing their jobs and their rights. As healthcare workers, we were ourselves subject to a vaccination mandate. I relied on my medical judgement and on my freedom of conscience.

— Dr. Michel Procureur

Current Status

  • Disciplinary chamber of the Vendée (first instance): three-year prohibition from practising medicine
  • Disciplinary appeal hearing held on 17 February 2026 before the national disciplinary chamber in Paris; decision pending
  • Criminal main hearing held on 9 March 2026 at the Tribunal correctionnel in La Roche-sur-Yon
  • Prosecutor’s request: suspended prison sentence and a 50,000 € fine
  • Health insurance fund as civil party: damages claim of 250,000 €. These services (ordering CT scans and MRIs, prescribing hearing aids) I prescribed for my patients. I never received any payment for them, however, because the health insurance funds consider these services to be the illegal practice of medicine, on the grounds that I was not vaccinated.
  • Criminal verdict expected May or June 2026
  • Medical license provisionally suspended since May 2022
Impact — Documentation

Professional impact

  • Loss of the practice
  • Prohibition from practising medicine
  • Destruction of a life’s professional achievement

Financial impact

  • Total loss of income
  • Legal fees amounting to several tens of thousands of euros
  • Threat of financial ruin

Personal impact

  • Sleep disorders, depressive episodes
  • Social isolation
  • Strain on family life

Collegial reactions

Some colleagues have distanced themselves; others offer discreet support.

Press reactions

A local press report with a biased framing, with no opportunity for a personal statement. Despite the testimonies of patients, I continue to be labelled a fraudster.

Outlook

I would do the same again. Medical freedom of conscience is a fundamental good that must be defended. I hope this documentation contributes to the rehabilitation of persecuted physicians.
